Job Description

Job Title: Emergency Construction Advisor (part-time, up to 25 days for 3 months)

Reports to : Program Manager, Agriculture and Economic Diversification Programs, ATI

Location : Remote / Malawi, with travel to Mangochi and Mzimba districts

Overall Function
ATI is seeking to support relief efforts for the COVID-19 crisis by supporting the establishment of two (2) Standard Emergency Treatment Units (ETUs); one (1) in Mangochi and one (1) in Mzimba districts.

We are searching for part-time advisor(s) to review construction / renovation plans, and to complete physical verification exercises of the selected ETU sites.

The Advisor(s) will help identify challenges and potential bottlenecks based on their experience creating similar facilities. They will work closely with the design and construction team and ATI’s program management team. Construction planning is to begin May 1, with physical construction to begin June 1.

Both the facilities should be complete by July 31, 2020. The estimated level of effort for this position is 3 to 8 days per month. The winning applicant(s) can be an individual advisor, a team of advisors, or a firm.


  • Review feasibility study, site assessments, construction design, and bills of quantities for accuracy; attend site meetings as relevant
  • Review and verify payment of artisans for construction
  • Verify progress of construction of ETUs in Mangochi and Mzimba through written reports and photographs
  • Consider the strength of construction materials and advise appropriately
  • Provide technical advice on safe design and construction
  • Analyze configurations of the basic components of the structures
  • Liaise and advise ATI management staff

Knowledge and Experience Required

  • Detail -oriented, excellent analytical skills
  • Degree in civil/structural engineering
  • 10+ years of experience as an engineer involved in construction in Malawi
  • Professionally registered with relevant national certification boards in Malawi
  • Experience with ETU, shelter, quarantine, or hospital/medical construction in Malawi preferred
  • Advanced knowledge of construction methods, and legal regulations aligned with the geographical context
  • Experience with donor-funded programs preferred
  • Ability to liaise with professionals from other disciplines
  • Ability to work independently and as part of a team
