    CARE is an International NGO that works in 95 countries around the world to save lives, defeat poverty and achieve social justice. In Malawi, CARE works in collaboration with the Government of Malawi and other local and international partners.

    CARE Malawi has secured funding from CARE USA to support Government of Malawi efforts in limiting the impact of COVID 19 pandemic in the education sector. CARE will work with the Ministry of Education, Science and Technology and other local partners in the selected districts of central and southern Malawi to respond to the impact of COVID 19 in education of adolescents for a period of 2.5 years. The goal of the project is to increase access to education for rural adolescents through addressing the education and COVID 19 challenges in order to reduce the number of adolescents, particularly girls, at risk of having to drop out of school and also support adolescents, particularly girls, who have had to drop out of school to transition back into school or more meaningful employment.

    CARE seeks to recruit a well-qualified person to fill the following vacant positions:

     Position: Project Manager – to be based in Salima or Kasungu

    The Project Manager will provide the vision and leadership to the project team to ensure program quality in implementation, monitoring, evaluation, reporting and dissemination of lessons and better practices in education and adolescent empowerment.The Project Manager will also be responsible for the overall management of all resources for the Start Small project, ensure staff and partners’ compliance to CARE and donor policy, procedures for effective delivery of the project.

    S/he will also be responsible for strengthening collaboration, coordination, networking and partnerships with key stakeholders including government, CSOs and others. S/he will also be responsible for the development and capacity building of staff and partners to perform at optimum levels necessary for quality program delivery and impact. In addition to this function, the position will have an administrative role at the field office in liaison with the Lilongwe office program support unit.

     

    Primary Responsibilities:

    • Develop and implement project annual and quarterly work plan.
    • Ensure corresponding financial planning and management to support implementation in the project including annual and quarterly budget preparation, cash flow forecasting, procurement planning, and expense monitoring.
    • Demonstrate efficiency, effectiveness and economy (the 3Es) in resource allocation and use
    • ensure compliance with the requirements for financial and technical planning, implementation and reporting.
    • Oversee the measurement of project implementation progress in the three districts against benchmarks set in the project proposal documents, Annual Work Plans, the performance, Monitoring & evaluation Plan (PMEP) and result framework.
    • Supervise the implementation of data collection and monitoring tools, data compilation and reporting.
    • Provide guidance, coaching and mentorship to project staff in the setting of their professional and personal development goals.
    • Manage performance planning and appraisals for project staff.
    • Ensure space and opportunities to promote staff wellness and safety; report critical incidents to senior management.
    • Identify opportunities and help mobilize resources for staff development.
    • Representing the field office in Country Office level activities

     

    Qualifications & Experience:

    • Bachelor’s Degree in Development studies, Social Science, Education, Business Management or any other related field.
    • At least 5 years of experience in managing education development and adolescent empowerment projects.
    • Proven experience (at least 3 years) with donor funded programs involving subgrantee management and stakeholders including government, civil society and community-based structures.
    • Strong background in M&E.
    • Good knowledge of gender responsive programming, child rights and women and youth economic empowerment.
    • Strong knowledge of education programming approaches for reducing dropout and accelerating re-enrolment of out-of-school adolescent, Malawi education sector, education policies.
    • Strong interpersonal and leadership skills.
