Job Description

The role of Operations Manager will sit within the “Support & Administration Team’ which is responsible for ensuring that all financial, operational and administrative aspects of the Programme run effectively. The Operations Manager will be responsible for ensuring that all operational and administrative aspects of Mott MacDonald Blantyre Limited run effectively. Reporting to the Project Manager, the Operations Manager will be required to:

Operations Management

Line manage the Logistics and Procurement Manager and the HR Assistant
Overall management of a team of operations staff
Supervise and monitor operational, logistics, procurement and human resource functions
Ensure compliance with FCDO, Mott MacDonald and Malawi procedures and policies, organising training for staff and suppliers on the said procedures as required;
Liaise with Mott MacDonald support services (HR, Tax, Finance, Admin) as required to ensure smooth running of Mott MacDonald Blantyre Limited;
Contribute as required to programme reporting related to the areas above;
Promote healthy work ethics, good governance and anti-corruption behaviour;
Other duties as may be assigned from time to time by the Programme Manager.

Logistics & Security

Line manage the Logistics & Procurement Manager to:

Manage safety and security of all staff when travelling for programme activities including travel risk assessments, appropriate journey planning, emergency procedures and safety equipment are provided
Ensure the programme team receive adequate operational and logistical support to conduct all programme activities.
Complete and update vehicle management policies and ensure compliance and training
Manage operational condition of project vehicles (cars and motorbikes)
Ensure compliance with vehicle management policies
Manage fuel consumption monitoring
Manage logistics requirements for programme activities
Ensure robust security and safety procedures are in place and are followed to ensure MMBL’s Duty of Care to all personnel;
Ensure the timely provision of office facilities and services, transportation, accommodation, bookings and service contracts as required for the project;
Ensure robust fleet management system for the project;

Health & Safety Management

Update and manage the project health, safety and security risk assessments Manage office fire safety Manage office health & safety Arrange first aid training for nominated staff Report near misses/accidents Complete & update office continuity plans Procurement

Complete and update the procurement systems and procedures on the project ensuring compliance with FCDO and Mott MacDonald policies; Administer contracts to ensure compliance with the contract conditions, payment terms, variations, claims, dispute resolution, and monitoring; Support the contracting and deployment of short-term consultants ensuring resources are available to support their missions; Manage the L&P Manager to ensure procurement of goods and supplies meets programme requirements and is in compliance with MMBL and FCDO procedures Manage procurement of technical services meets programme requirements and is in compliance with MMB and FCDO procedures Draft contracts for technical services ensuring they comply with MMBL policies Perform and manage MM’s due diligence procedures on suppliers Manage the technical services procurement and contract trackers

Candidate Specification

Skills

  • Experience in operations management and managing finance, logistics, administration, and operations;
  • Experience of working for an international organisation, preferably in the development/humanitarian sector;
    Preferably experience with a private sector FCDO supplier
  • Experience of setting up and maintaining operations and logistical procedures and processes;
  • Experience of procurement, contract management and, ideally within a development programme context;
  • Experience in budget management
  • Excellent oral and written communication skills in English and Chichewa;
  • Proven management experience leading small to medium sized teams;
    Ability to liaise efficiently with individuals and organisations to arrange and carry out programme administration functions;
  • Experience in implementing health and safety procedures;
  • Experience in operating within environments with diverse cultures and practises;
  • Ability to use computer systems and standard office software reliably, including organising and setting up systems for maintaining office electronic records;
  • Proven experience in programme operations and administration in Malawi and/or the region;
  • Knowledge of the Malawi Immigration Service as well as previous experience in visa facilitation.

Qualifications

  • Degree (ideally) in public administration, accounting, project management or other related area or equivalent

Strengthening the Teaching of Primary School Mathematics in Malawi is a 3-year programme that aims to improve student learning outcomes in mathematics, so girls and boys have a solid foundation in basic skills to succeed in the rest of their schooling and fulfil their potential. The programme will provide technical assistance to facilitate the revision of the mathematics curriculum for lower primary (standards 1-4), develop corresponding teaching and learning materials, design teacher training strategies (including school-based support structures), rigorously pilot the new materials and training strategies, document impact, refine the materials and training strategies, and then oversee the national scale-up. The Programme will operate from the Malawi Institute of Education (MIE), based in Zomba during its pilot phase, and thereafter will be coordinated from the Ministry of Education, Science and Technology in Lilongwe.
