The Malawi Government has received financing from the World Bank toward the cost of the Financial Inclusion and Entrepreneurship Scaling (FInES) Project and intends to apply part of the proceeds for the following consulting services tenable at the FInES Project Implementation Unit with the Reserve Bank of Malawi (RBM).

ASSIGNMENT TITLE: MONITORING AND EVALUATION SPECIALIST

The consulting services (“the Services”) will be responsible for consolidating quarterly/annual project implementation progress reports, as well as building capacity of stakeholders to undertake participatory monitoring and evaluation. S/he will serve as the main focal person for all monitoring and evaluation related activities for the FInES Project.

The Monitoring and Evaluation Specialist (M & E) shall be recruited for a period up to 30-Sep-2025, but the contract shall be renewable annually subject to satisfactory performance, need and availability of funding. The recruitment will be on an individual consultancy basis.

The Reserve Bank of Malawi now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

The candidate should meet the following minimum qualifications and experience:

• A Master’s Degree in Economics and Statistics or related fields.
• A minimum of eight (8) years’ experience in monitoring and Evaluation of projects and at least five (5) years’ work experience in a donor funded-project such as those funded by the World Bank or African Development Bank or other international donors;
• Experience in the design and/or implementation of an M&E system, preferably in the World Bank funded projects;
• Computer literacy in the following statistical programs SPSS, STATA, and SAS.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
