The Malawi Government through the Ministry of Energy has received financing from the World Bank toward the cost of the Malawi Electricity Access Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services’) include overall management of Project procurement activities as part of the Project implementation arrangement, in accordance with World Bank procurement procedures and guidelines.

The Procurement Specialist will have experience in international procurement, management of public procurement and project management. Working experience of at least five years executing procurement functions of which three years must be in World Bank funded projects will be required. The assignment is for three (3) years and the appointment will be on a contract basis and the initial contract will be extended subject to needs and satisfactory performance. The selected individual must be ready to start work within September, 2020.

The Ministry of Energy now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • BSc in Procurement or any other relevant discipline (e.g. Project Management, and Engineering with minimum 5 years post graduate experience in procurement, and contract management in the public sector); or A professional qualification in procurement from recognized institutions (such as the Chartered Institute of Purchasing and Supply (CIPS);
  • Must have good knowledge of procurement policies and procedures of the World Bank; as well as good knowledge of the institutional, technical, and commercial aspects of procurement;
  • Minimum 3 years work experience on donor funded projects a must;
  • The candidate must have knowledge of the Malawi Public Procurement and Disposal of Assets Law, Regulation and Desk Instructions; Excellent skills in project management, written and oral communications, and team work demonstrated in previous jobs; and
  • The candidate must be a registered full member of Malawi Institute of Procurement and Supply (MIPS)

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
