Assignment Title: Financial Management Specialist

The Malawi Government through the Ministry of Energy has received financing from the World Bank toward the cost of the Malawi Electricity Access Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include implementation of financial management activities of the MEAP within the MoE, as well as financial management related capacity assessment and capacity building activities. He/She will work as a team, and under the supervision of the Director of Finance.

The assignment is for three (3) years. The appointment will be on a contract basis and the initial contract will be extended subject to satisfactory performance. The selected individual must be ready to start work within September, 2020. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Ministry of Energy now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Shortlisted Criteria are:

  • Bachelor’s Degree in Accountancy or its equivalent obtained from a recognized institution. A Master’s Degree will be an added advantage.
  • A professional qualification i.e. Association of Chartered Certified Accountant (ACCA) or Chartered Institute of Management Accountant (LIMA) or its equivalent obtained from a recognized institution.
  • She/He must have at least five years of working experience in executing financial management functions of which three years must be in World Bank funded projects.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
