Job Description

The Informatics/GIS Team Lead (IGTL) is a proactive and self-motivated individual who under the direct supervision and guidance of the Director, SI&E will be responsible for leading a team utilizing GIS and business intelligence tools and techniques to provide a wide variety of solutions for better understanding of program performance. He or she will also lead the development of functional databases and business intelligence solutions for the organization and supported institutions and lead data analytics strategies across the organization. He/she will be directly responsible for the design, deployment and maintenance of functional databases with dashboards and setting up GIS/informatics systems for the purposes of translating various EGPAF program M&E data/indicators into actionable decision making practices. He/she will build capacity of SI&E team on the informatics applications and geospatial analysis. The IGTL will provide expert technical assistance to the EGPAF in the synthesis, analysis, dissemination and use of data for decision-making and strategic recommendations across EGPAF project’s priority areas. He/she will aggregate, organize, manage and synthesize data on various programmatic areas, show trends of programming impact; identify anomalies, produce cutting-edge data visualizations to enhance information communication and enhance EGPAF’s demonstration of its technical expertise.

Essential duties and responsibilities include, but are not limited to the following:

  • Databases and Business Intelligence
  • Work with cross-functional teams to gather, document, and approve business requirements for data analysis and reporting projects. Translate these business requirements into specifications that will be used to drive data storage/ data warehouse/ data mart design and configuration.
  • Use BI and database tools to develop reporting solutions to meet business needs for both external and internal users.
  • Responsible for supporting the strategic design and maintenance of business intelligence applications. Ensure that the use of business intelligence applications enhance business decision making capabilities.
  • Create and maintain data repositories, dashboards, and analytical solutions using software tools within our data environment.
  • Responsible for the design, development, implementation, management and support of mission-critical enterprise BI reporting and Extract, Transform, Load (ETL) processes.
  • Create and maintain databases, reports and queries using SharePoint access services, SQL, SSAS, SSIS or other solutions as needed.
  • Work with SI&E Team Lead/SI&E Managers to develop Data Management SOPs for all data management processes.
  • Work with external stakeholders including PEPFAR, department of HIV, TB etc to ensure data products are aligned to user needs
  • Perform data quality assurance functions as related to reporting and data validation across different levels where electronic systems are used.
  • Geospatial Information System
  • Conduct research to locate and obtain existing GIS databases and shape files as needed.
  • Compile geographic primary and secondary data from a variety of sources including censuses, field observations, satellite imagery, aerial photographs, and existing maps.
  • Meet with users to define data needs, requirements and required outputs. Gather, analyze, and integrate spatial data and determine how best the information can be displayed using GIS.
  • Develop and administer web-based GIS applications, prepare GIS datasets, maps and database reports.
  • Test GIS web software and maintain GIS web server.
  • Evaluate user requirements for GIS; identify and implement applications and train end-users.
  • Perform GIS analysis, modeling and reporting to user departments and stakeholders to support decision making and supplement analysis. Also upon request from country office staff, analyze spatial data for geographic statistics to incorporate into documents and reports.
  • Prepare GIS products in support of various projects. Create maps and graphs, using GIS software and related equipment and present information to staff and respond to questions.

    • Lead, provide support and guidance to the informatics Officers to execute their functions with fidelity
    • Maintain a pulse and knowledge to new technology that may enhance organizational goals and performance.
    • Prepare monthly and quarterly reports, and assist in the preparation of the annual work plans and reports.
    • Provide TA to facility, national and regional stakeholders in the rollout of EMR to ensure high quality data.
    • Perform other duties as assigned by the supervisor

Required Qualifications, Knowledge, skills and abilities

  • A minimum of a Degree in Information Technology, Health Information Systems, Geography, Geographic Information Science, Statistics, Public Health and Social Sciences and a Master’s degree is an added advantage
  • Demonstrated experience with cartographic design, graphic editing, biostatistics, data entry and validation, including experience with statistical software, such as Stata, SPSS, Power BI and Tableau
  • Experience using Esri ArcGIS and/or QGIS products to collect, organize, analyze and visualize spatial data.
  • Ability to work in a fast-paced environment under tight deadlines while producing quality content.
  • At least 3 years working experience/Knowledge in the following
    • SharePoint configuration and administration
    • Power BI (Data modelling in power BI, M Language)
    • Database development (MS SQL, MS Access)
    • Experience in geo-spatial analytic tools (Arc GIS, QGIS etc.)
    • MS Power tools (Power query, Power pivot, Power view)
    • MS Analysis services (Data model creation, DAX language, working with Tabular data models, Working with multi-dimensional data models)
    • MS Reporting Services (Create data sources, Dashboard creation, reporting services configuration Manager, Publishing dashboards (i-frame) and Publishing dashboards on the web)
    • MS Integration Services (Control flow setup, Data flow setup, Event handlers)
    • IIS (Web applications creation, certificate setup, Port forwarding, Bindings, Application pools)
  • Experience with meta-data standards and database best practices.
  • Strong organizational, interpersonal, oral and written communication skills.
  • Strong analytical skills, data lover, ability to think big picture strategy and navigate details to ensure accuracy.
  • Experience working effectively in a multidisciplinary environment.
  • Ability to work independently as well as within a team setting.
  • Ability to work with tight timelines under pressure but still deliver high quality of products
  • Highly organized, meticulous and reliable
  • Comfortable working independently and developing new procedures and systems
  • Good interpersonal skills
