Job Description

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objective in the field of international cooperation for sustainable development. GIZ operates in more than 130 countries around the globe. In Malawi, GIZ has been working for more than 50 years. Malawi is a priority for German international cooperation and currently focuses on three priority areas: education, health and private sector development in rural areas. In addition to our work on these areas, we also work on public financial and economic management and social protection.

GIZ invites applications from suitable qualified Malawians for the positions of 4 (four) Technical Advisors at the SEWOH global project ‘Employment in rural areas with focus on youth (RYE)

A. Brief introduction to the project

The GIZ global project “Employment in rural areas with focus on youth (RYE)” is part of the special initiatives ONEWORLD – No Hunger (SEWOH). Commissioned by the German federal Ministry of Economic Cooperation and Development (BMZ), the project is aimed at improving the employment and income opportunities in the agri-food sector in rural areas with a special focus on the youth target group. It applies the so-called integrated approach to employment promotion. This is an innovative approach which focuses on creating employment opportunities, improving employment prospects and link labor supply and demand in rural areas on the basis of specific needs and interests of young people, in order to improve their income and employment situation.

The focus intervention areas in Malawi are:

  • Improved qualification of women and youth for the agricultural and agri-food sector
  • Increasing new and supplementary job opportunities through support to MSMEs, smallholders and start-up creation as well as development partnerships with the private sector
  • Improved framework conditions and integration of young people into rural labor markets through innovative (digital) matching activities.

In Malawi the project will be implemented in close collaboration with the Ministry of Industry and Trade (MoIT). Implementation areas are to be explored and pursued nationwide, also considering possible synergies with other GIZ projects and stakeholders. There is no limitation to certain regions. The area around Lilongwe, especially Mchinji District, offers great potential, which is why this district is being considered as one of the first possible implementation regions.

The project is embedded in the portfolio of GIZ Malawi and will be aligned to the Malawi Growth and Development Strategy 2017-2022 (MDGS) III, the National Agricultural Policy (NAP) 2016, the National Youth Policy (2013) and the Micro, Small and Medium Enterprises Policy Strategy (2012-2017).

The project seeks to recruit the most skilled individuals for the following positions:

  1. Technical Advisor skills development & qualification, with coordinating function
  2. Technical Advisor MSME and start-up promotion
  3. Technical Advisor market linkages and private sector partnerships
  4. Technical Advisor on Matching and youth organisations.

All fields of action implicate the support of a gender sensitive or transformative approach for the implementation of measures as well as the implementation of ICT and digital solutions

All Technical Advisors have the following responsibilities:

  • Overseeing the implementation of the different fields of action in all organisational and technical matters
  • Liaising with all stakeholders and partners involved in the project implementation, particularly in their field of action
  • Coordinate the activities within the fields of action with the other implementation areas and comprehensively work in the framework of the integrated employment approach
  • Ensure the expansion of support offers to rural areas and the focus on the target group of youth (15-35 years) and women
  • Monitor and evaluate the implementation systematically and provide required data to the national M&E expert as well as the steering unit of the project in Bonn
  • Responds to requests from management level in a timely manner.

B. Required Entry Qualifications and Competencies

I. Qualifications

  • Relevant Master’s degree (in agricultural studies, development studies, economics, social science or any related field) from a recognized institution
  • Profound knowledge on the topic of the relevant field of action (see above 1-4)
  • Knowledge of methods and procedures of the German Development Cooperation are an advantage
  • A focus on one of the following topics is an asset (please note it on the application):
    • skills development & qualification, with coordinating function
    • MSME and start-up promotion
    • market linkages and private sector partnerships
    • Matching and youth organisations.

II. Professional Experience

  • At least 5 years working experience in a similar position on employment promotion and particularly in the fields of MSME and start-up support, skills development and qualification, market linkages and private sector development, development of (youth) organization, matching of labour demand and supply, ICT related measures
  • Have proven project management experience, including the capacity to deliver results within agreed
  • timeframes
  • Have a good understanding of monitoring and evaluation procedures
  • Have very strong organizational and networking skills and a good existing network within the agricultural and agri-food sector in Malawi
  • Ability to work with minimum supervision and as part of an international team
  • Fluency in written and spoken English and spoken Chichewa are a must, additional local languages and German are an advantage
  • Good IT skills, especially Microsoft Word, Excel, Power Point and ICT based applications as well as social media.
