Job Description

The GFA Fiscal Agent Health Services Joint Fund at MoH is seeking to fill the post of an LOCAL PROCUREMENT OFFICER (LPO) to the office of the POA at MoH HQ, Lilongwe

Duration: Till end of November 2020 with option for additional 12 months

Summary:

The Local Procurement Officer will assist the office of the Procurement Oversight Agent in discharging his role to provide oversight of all HSSP procurements from eligible HSJF expenditures.

The POA oversight activities to be assisted by the LPO include:

To review and co-approve each decision point on the procurement process (bid documents, evaluation of bids or selection of consultants and contract award) conducted within the health sector – for both Government and DP’s. Joint approval will be provided by the POA and Chair of the Internal Procurement Committee.

Technical assistance to the capacity development of the procuring entities falling under the remit of MoH to produce accurate Bidding Documents which accord with the requirements by PPDAA and to produce Bid Evaluation Reports (BER) and Recommendations for Award of Contract which accurately and conscientiously reflect the Bids submitted by potential suppliers/providers.

In this capacity the office of the POA is also to provide a range of ad-hoc technical assistance inputs to colleagues in the MoH and other HSJF procuring entities using the material presented by the files being reviewed. The technical assistance will may extend to the design and conduct of issue–based workshops to educate MoH- and other procurement -staff on common problems in procurement observed from prior review processes

Responsibilities:

The Local Procurement officer shall provide professional support to the POA in the following areas

  • Assist in compiling relevant documents for any requests received for POA review or opinion
  • Communicate with PU and other supporting units to consolidate information required for POA review
  • Assist in the detailed POA review process of Bidding documents and Bid evaluation reports where required in support of the POA
  • Preparing customised checklists and evaluation forms in support of the Procurement Unit in executing standardized tendering and evaluation procedures
  • Assist in customising and maintaining procurement planning and scheduling tools in support of POA’s reporting role as member of the ADMIN HSJF implementation team
  • Assist in conducting internal working sessions with HQ PU and other CH PU’s for introduction of standards in office organisation, procurement planning and evaluation processing etc
  • Assist in other tasks as may be requested by the POA.

Qualifications

Technical skills

  • Proficient computer skill, including MS Office (Word, Power point and Excel)
  • Excellent verbal and written communication skills
  • Good understanding of Public Procurement processing
  • Ability to analyse work processes and maintain computed data
  • Ability to handle jobs in hand with due diligence

Experience

  • Worked for several years in public sector environment in financial and or procurement sector
  • Multiple task processing in a working environment with standardized working cycles
  • Upholding office organisation including documentation and filing
  • Applying work related computer applications based on database or spreadsheets etc.

Education

Bachelor of Science: Business Administration or related
