The Government of Malawi has received financing from the World Bank toward the cost of the implementation of a new ICT Project “Digital Malawi Program Phase I: Digital foundations Project”, and intends to apply part of the proceeds for the consulting services of a Chief ICT Officer (e-GP) for PPDA.
The Public Procurement and Disposal of Assets Authority (PPDA) was established as a result of the enactment of the Public Procurement and Disposal of Public Assets (PPD) Act (2017). The mandate of the Authority is to regulate, monitor and oversee public procurement and disposal of public assets.
The Authority is mandated to authorize procuring and disposing entities to use other forms of communications, including electronic communication, in all aspects of the procurement cycle with the aim of achieving its objectives of attaining transparent, fair, competitive and value for money practices for the procurement and disposal of public assets and services.
As part of the Digital Malawi project, the Government intends to use part of the loan proceeds to engage a Chief ICT Officer (e-GP) to assist the Government of Malawi in the implementation of an e-Government Procurement System at PPDA.
The Chief IT. Officer will have ownership of all IT and as such has responsibility for the key delivery requirements that fall to the (E-GP) department. In addition to contributing to the organization’s overall IT strategy, the Chief I.T. Officer act as a liaison between the e-GP system end users (e.g. purchasing agency and suppliers) and the expert consultants and e-GP system implementation agency. He//She will be administrating key integrations with core systems, cloud based and on premise and server-side applications.
The Public Private Partnership Commission (PPPC) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

A Consultant will be selected in accordance with the Individual (INDV) selection method set out in the Procurement Regulations.
