We are currently seeking qualified candidates for the position of Capacity Development (CD) Specialist on a USAID-funded five-year $32.5m project called Ana Patsogogo Activity (APA), which aims to prevent new HIV infections and reduce vulnerability among Orphans and other Vulnerable Children (OVC), OVC caregivers and Adolescent Girls and Young Women (AGYW) in Malawi.

The estimated award start date, should FHI 360 secure this grant, is July 2020. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.

Position Summary:

The CD Specialist of the anticipated USAID/Malawi APA Project will be responsible for managing, monitoring and coordinating activities to strengthen the technical and institutional capacity of local organizations, in order to prepare them to receive direct funding from USAID and enhance their overall long-term sustainability.

This includes overseeing technical and organizational capacity assessments, development of CD plans for each beneficiary organization, design and implementation of appropriate CD strategies and interventions, and monitoring of changes in institutional and technical performance.

Depending on each organization’s needs, CD may center around improving systems, tools and skills in fields such as governance and organizational sustainability, financial management, award compliance, administration, human resources, monitoring and evaluation (M&E), advocacy and constituency building, strategic planning, resource mobilization, HIV programming for OVC/AGWY, and more.

Essential Job Functions / Main Duties and Responsibilities:

  • Lead the development or adaptation of tools, guidance and other documents/products relative to project OD/CD, such as capacity assessment tools, training programs, resource materials, presentations, etc.
  • Lead the design and execution of participatory capacity assessments of APA’s local partner organization(s), to identify and prioritize needs for institutional strengthening and technical assistance (TA);
  • Develop an institutional development plan (IDP) specific to each participating local organization, which includes a determination of institutional growth milestones across various capacities;
  • In close liaison with the COP and other project teams (Technical, Finance and Admin, M&E), coordinate the provision of TA and Organizational Development (OD) to the beneficiary organizations, in order to address their particular IDPs;
  • Monitor the implementation of IDPs to ensure that CD activities are implemented on a timely basis and meet quality standards;
  • Serve as a polyvalent, multi-sectoral focal person to ensure that each local organization’s capacity needs (technical, management, financial, etc.) are being met, including providing support and coordinating and sourcing technical assistance, management/OD support and other types of CD efforts from other APA staff and consortium members;
  • Monitor improvements in organizational capacity based on the established institutional growth milestones;
  • Contribute to reports on results, lessons learned and best/good practices in the area of CD/OD.

Minimum Requirements and Desired Qualifications:

  • At a minimum, a Bachelor’s degree (or its international equivalent) in international development, program management, business or other relevant field from an accredited university; Masters Preferred
  • At least 5- 8 years of experience in capacity development (CD) – with a focus on institutional strengthening / organizational development (OD) of local not-for-profit organizations (e.g., NGOs, CBOs, FBOs);
  • Demonstrated track record of supporting the technical and institutional growth of local organizations, preferably those working in public health – including expanding their international donor fund base, preferably under PEPFAR and/or USAID programs;
  • Familiarity/experience with USAID’s NUPAS and USAID’s organizational capacity assessment (OCA) tool as well as other types of technical and organizational capacity assessments of NGOs;
  • Proven understanding of adult learning and participatory training methodologies as well as strong training, facilitation, coaching and/or mentorship skills;
  • Demonstrated ability to create and maintain effective working stakeholders, especially local and international NGOs and international donor agencies;
  • Experience working on USG/PEPFAR-funded project(s) is highly preferred;
  • Fluency in English and strong written and oral communication skills;
  • Preference is for Malawi nationals.
